Texas law requires that county officeholders and candidates file documents required to comply with campaign and financial disclosure laws. In addition, county officeholders, candidates and some county department heads are required to file a personal financial statement.

FILING NOTICE

The County Clerk's office is responsible for making campaign finance forms available to filers. However, the County Clerk's office is not required to send filers notices to file.

ELECTRONIC FILING SUBMISSIONS

This online web filing system will allow County Officeholders, Candidates, authorized committee members and other authorized personnel to use an internet browser to file campaign contribution and expenditure reports that have been saved to their computer.

Timely Submissions

The Harris County Clerk's Office is responsible for accepting documents filed in accordance with Title 15 of the Texas Election Code and Chapter 159 of the Local Government Code.

Filings are considered on time if:

Hand-delivered to the Harris County Clerk's Office Elections Department by the deadline;
Deposited with the U. S. Post Office and bear a postmark on or before the deadline (Mailing Address: Harris County Elections Administrator, P.O. Box 1148, Houston, TX 77251-1148); or
Placed in the hands of a common or contract carrier properly addressed with postage and handling charges prepaid and bears a postmark, or receipt mark, of a common or contract carrier indicating a time on or before the deadline.

To facilitate and make the campaign and personal financial disclosure form completion process more efficient, the Texas Ethics Commission (TEC) provides software which may be downloaded and used to create and print the PDF documents required for filing with the Elections Administrator's Office.

Filing Schedule for Candidates and Officeholders

This is a filing schedule for local candidates for, and local officeholders in, offices that are regularly filled at the general election for state and county officers (the November election in even-numbered years).

Candidates for and officeholders in local offices that are filled on uniform election dates in May and November should use the 2026 filing schedule for reports due in connection with elections held on uniform election dates.

Seeking Public Office

Filing For A Place On The Ballot For Harris Central Appraisal District's Board of Directors

Pursuant to HB 3575 (89th Texas Legislature, Regular Session), candidates for the Harris Central Appraisal District (HCAD) Board of Directors must file their Application for a Place on the Ballot with the Harris County Clerk’s Office. Candidates may no longer file their application with the Harris County Judge.

Eligibility Requirements
To serve on the HCAD Board of Directors, a candidate must:

Be a resident of Harris County
Not owe delinquent property taxes
Not have represented property owners in proceedings before the appraisal district during the previous three years
Not have been employed by HCAD at any time during the previous three years
Not be related within the second degree to a person who appraises property or represents property owners for compensation before the district
Not be employed by any taxing unit served by HCAD, unless the individual is also an elected taxing unit official

Acknowledgment Requirement (HB 148)
Before submitting a Candidate Application to the Harris County Clerk’s Office, candidates must file an Acknowledgment of Duties of Members of Appraisal District Board of Directors with HCAD, as required by HB 148 (89th Texas Legislature, Regular Session).

Filing Fee or Petition Requirement
The Application for a Place on the Ballot for a General Election for a City, School District, or Other Political Subdivision must be accompanied by:

A $400 filing fee, or
A petition in lieu of a filing fee signed by 500 qualified registered voters of Harris CountyFiling fees may be paid by cash, check, money order, or cashier’s check, payable to the Harris County Clerk’s Office.

Filing Period
Applications may be submitted beginning on Saturday, July 18, 2026, and must be received by 5:00 PM (CST) on Monday, August 17, 2026.Office hours are Monday – Friday, 8:00 AM to 4:30 PM, except on August 17, 2026, when hours will be extended to 5:00 PM (CST).

Campaign Finance Filings For Political Subdivisions Other Than Federal, State And County Offices

Individuals who are seeking public office must file Campaign Treasurer Appointments Forms and Campaign Finance Reports with the designated authority in the jurisdictions where they are seeking office. For example, in the City of Houston, the authority would be the City Secretary.

Filing For A Place On The Ballot In A Political Subdivision In A Nonpartisan Election

An individual seeking a place on the ballot in political subdivision other than the County must file with the designated authority in the political subdivision where the office is being sought. For example, a candidate seeking a position on the Houston City Council must file with the City of Houston’s City Secretary. And, a candidate seeking a position on an Independent School Board must file with the designated authority in that political subdivision.

An individual seeking a Federal or State office as an Independent candidate must file for a place on the ballot with the Secretary of State.

Filing For A Place On The Ballot In Partisan Elections

An individual seeking a Federal, State or County office representing one of the major political parties must file for a place on the ballot at the headquarters of their preferred party.

Personal Finances

Every county officer and employee as defined by Chapter 159 of the Local Government Code must file an annual Personal Financial Statement (PFS).

The PFS must be filed by April 30th of each year.

The Harris County Clerk’s Office is responsible for mailing two copies of the Personal Financial Statement form to the members of the County Commissioner Court, the County Attorney and Justices of the Peace. It is important to remember that all candidates running for election, including unopposed candidates, must also file a PFS prior to the primary election.

To ensure timely compliance, all persons required to file a PFS should review the Texas Ethics Commission's Filing Schedule for deadlines.
