Pursuant to HB 3575 (89th Texas Legislature, Regular Session), candidates for the Harris Central Appraisal District (HCAD) Board of Directors must file their Application for a Place on the Ballot with the Harris County Clerk’s Office. Candidates may no longer file their application with the Harris County Judge.
Eligibility RequirementsTo serve on the HCAD Board of Directors, a candidate must:
- Be a resident of Harris County
- Not owe delinquent property taxes
- Not have represented property owners in proceedings before the appraisal district during the previous three years
- Not have been employed by HCAD at any time during the previous three years
- Not be related within the second degree to a person who appraises property or represents property owners for compensation before the district
- Not be employed by any taxing unit served by HCAD, unless the individual is also an elected taxing unit official
Acknowledgment Requirement (HB 148)Before submitting a Candidate Application to the Harris County Clerk’s Office, candidates must file an Acknowledgment of Duties of Members of Appraisal District Board of Directors with HCAD, as required by HB 148 (89th Texas Legislature, Regular Session).

Filing Fee or Petition RequirementThe Application for a Place on the Ballot for a General Election for a City, School District, or Other Political Subdivision must be accompanied by:
- A $400 filing fee, or
- A petition in lieu of a filing fee signed by 500 qualified registered voters of Harris CountyFiling fees may be paid by cash, check, money order, or cashier’s check, payable to the Harris County Clerk’s Office.
Filing PeriodApplications may be submitted beginning on Saturday, July 18, 2026, and must be received by 5:00 PM (CST) on Monday, August 17, 2026.Office hours are Monday – Friday, 8:00 AM to 4:30 PM, except on August 17, 2026, when hours will be extended to 5:00 PM (CST).
