Texas law requires that county officeholders and candidates file documents required to comply with campaign and financial disclosure laws.  In addition, county officeholders, candidates and some county department heads are required to file a personal financial statement.

WHO MAY FILE WITH THE COUNTY CLERK'S OFFICE?

The County Clerk's office accepts filings from officeholders and candidates for County Judge, County Commissioner, County Attorney, District Attorney, Sheriff, County Tax Assessor-Collector, County Clerk, District Clerk, County Treasurer, Constable, Justice of the Peace, and County Court or Statutory Probate Court Judge. File in-person at:

FILING NOTICE

The County Clerk's office is responsible for making campaign finance forms available to filers. However, the County Clerk's office is not required to send filers notices to file.

ELECTRONIC FILING SUBMISSIONS

This online web filing system will allow County Officeholders, Candidates, authorized committee members and other authorized personnel to use an internet browser to file campaign contribution and expenditure reports that have been saved to their computer.

2024 Candidate's Guide

In order to provide information on the electoral process to all Texans, the Secretary of State’s office has prepared a guide in the expectation that increased information will result in increased participation. 

Campaign Finance Filings For Political Subdivisions Other Than Federal, State And County Offices

Individuals who are seeking public office must file Campaign Treasurer Appointments Forms and Campaign Finance Reports with the designated authority in the jurisdictions where they are seeking office. For example, in the City of Houston, the authority would be the City Secretary.

By statute, Texas Ethics Commission is the agency responsible for administering and enforcing laws concerning political contributions and expenditures and personal financial disclosure of state officers.

Filing For A Place On The Ballot In A Political Subdivision In A Nonpartisan Election

An individual seeking a place on the ballot in political subdivision other than the County must file with the designated authority in the political subdivision where the office is being sought. For example, a candidate seeking a position on the Houston City Council must file with the City of Houston’s City Secretary. And, a candidate seeking a position on an Independent School Board must file with the designated authority in that political subdivision.

Filing For A Place On The Ballot At The State Level As An Independent

An individual seeking a Federal or State office as an Independent candidate must file for a place on the ballot with the Secretary of State.

Filing For A Place On The Ballot In Partisan Elections

An individual seeking a Federal, State or County office representing one of the major political parties must file for a place on the ballot at the headquarters of their preferred party.

Filing For A Place On The Ballot As An Independent At The County Level

Individual seeking a County office as an Independent candidate must file for a place on the ballot with the Harris County Judge:

Personal Finances


Every county officer and employee as defined by Chapter 159 of the Local Government Code must file an annual Personal Financial Statement (PFS).

The PFS must be filed by April 30th of each year.

The Harris County Clerk’s Office is responsible for mailing two copies of the Personal Financial Statement form to the members of the County Commissioner Court, the County Attorney and Justices of the Peace. It is important to remember that all candidates running for election, including unopposed candidates, must also file a PFS prior to the primary election.

To ensure timely compliance, all persons required to file a PFS should review the Secretary of State’s Filing Schedule for deadlines.
